Enterprise Shared Services (ESS) is an integral part of BAE Systems Inc success. This internally focused organization includes ESS Information Technology (IT), ESS Finance and ESS Human Resources. ESS has approximately 1200 employees with significant presence in Charlotte, N.C. and Nashua, N.H. and northern Virginia.
Enterprise Shared Services IT (ESS-IT) team supports BAE System Inc. and their business sectors. We provide engineering, infrastructure, IT operations, data management and end user services, as well as IT governance, transformation, cybersecurity and application solutions. We have more than 900 IT professionals; across 70 U.S. facilities, serving more than 30,000 internal customers, including employees and contractors, at all sectors located throughout the U.S and abroad.
Project Dir I - Tech (GG14B) Job Description
The IT Portfolio Director will be responsible for the functional management of project and program managers who are executing large and complex IT programs on behalf of the Enterprise Shared Services (ESS) IT organization of BAE Systems. The successful candidate will have proven program management skills, to enable effective leadership, mentoring and coaching of personnel.
Key responsibilities are:
  • Attract, develop, and retain high-performing, diverse talent; build future leaders through development, mentoring, and modeling excellence.
  • Provide holistic leadership, promote a positive culture, and ensure an environment of collaboration, inclusivity, and respect in alignment with the company’s behaviors and cultural principles.
  • Create training programs to support PM capability development
  • Oversee the effective implementation of project/program processes, policies, and procedures
  • Communicate with ESS-IT executive leadership on status of high-profile projects, staffing, and governance related matters
  • Guide program managers in the conduct of projects/programs performance reviews, as necessary, to ensure proper resources are assigned and viable execution strategies are in place
  • Support Program Managers in development of timely return-to-green plans for challenged projects/programs
  • Assesses issues and develops resolutions to meet productivity, quality, Customer Satisfaction, project objectives and timeline. Provides technical and analytical guidance to project teams
  • Review Change Requests, qualify impact assessment and be the 1st approver in the workflow
  • Cross portfolio integration, risks/opportunity/dependency identification & tracking, problem resolution
  • Demonstrate a leading role in promoting adherence to the company’s ethical standards and business practices; ensure compliance with the BAE policies and requirements; provide for good stewardship of the assets of the business
The candidate must be customer focused, ensuring the teams are meeting stakeholder expectations and are being responsive to feedback. The candidate must leverage emotional intelligence, strong communication and decision making skills.

  • 12+ years’ work experience with Bachelor’s degree and/or equivalent experience
  • Experience successfully managing project/program managers to include recruitment, assignment, development, and retention, as well effective deployment of consultants and contractors
  • Strong leadership, coaching and mentoring skills with the ability to achieve results through others
  • Track record in the design and development of program execution strategies through all phases of the lifecycle, to include performance recovery
  • Ability to demonstrate visible leadership across the portfolio leading by example and driving program performance excellence
  • Experience developing and nurturing vendor relationship management including working with third-party systems integrators
  • Focus on stakeholder/customer satisfaction
  • Holding yourself and others accountable
  • Proactive, problem solving skills, innovative, change champion
  • Experience executing programs using Earned Value Management techniques and risk and opportunity management best practices
  • Process development experience
  • Learning agility, relentless improvement mindset
  • Excellent written and oral communication skills with experience presenting to executive leadership
  • PMP A& Agile Certification
  • Expertise in Microsoft Project, Excel, Word, PowerPoint.

  • MBA or Master’s degree in a technical discipline
  • Experience serving as a IT program manager or portfolio manager
  • PgMP Certification
  • Agile and/or Scaled Agile Certification
