Job Description

This person needs to be an excellent communicator, meaning you can effectively make oral and written reports, presentations and prepare clear and concise documentation. You need to be capable of establishing and maintaining effective relationships with clients and matrix support teams. We need someone who can resolve complex problems in a timely manner and seeks optimum solutions.
This position functions as an Application Developer Specialist for the Long Term Care (LTC) Division applications supporting the Michigan Department of Health and Human Services (DHHS). The Long-Term Care Reimbursement and Rate setting Section applications are responsible for the analysis, and implementation of reimbursement and rate setting policies and procedures for long term care institutional providers.
This position performs a complete range of information system assignments including but not limited to designing, developing, testing, on-going enhancements and documentation of technical architecture, software, database and security solutions that support agency systems. The individual in this position works as a member of an Agile development team with a focus on writing ASP.NET (C# and VB), Angular JS, VB6 Com+, JavaScript frameworks, relational databases and SQL to support the LTC web-based applications. The Application developer specialist is also involved in mentoring, coaching, coordinating, and consulting with fellow developers, vendors, and other teams that interfere with the LTC applications. This individual will be looked upon to provide technical support to other team members and evaluate new development tools and agency systems.

Education and Experience
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Information Technology Specialist 14
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.
Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.
Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
