Job Description

Duties

  • Assist with preparing statements of work and instructions for guidance to architects and consulting engineers. Assist in review of the design of private sector architects and consulting engineers for programmatic conformance and compliance to codes and standards. Review moderately complex engineering problems and provides recommendations to GSA management.
  • Assist in the management of leasing, design, construction and alteration projects involve of moderate size and complexity. Manage select aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
  • Perform site surveys to determine condition of structures and systems, evaluates requirements and recommends to higher graded technicians incorporation, modification or exclusion of various project features to best meet long-term needs of the government in consideration of such factors as urgency of needed repairs or redesign, useful life of building components and systems, and cost/benefits involved.
  • Assist in the development of portions of plans specifications and cost estimates for building alterations, repairs, improvements, and new construction. Assist in the review of cost estimates, specifications and analyses designs submitted by contract designers and others for accuracy and technical adequacy. Assist with developing independent government estimates and reviews contractor's proposals (A/E, CM, and Construction Contractor). Participates in negotiations with contractors.
  • Participate in discussions with representatives of client agencies regarding project requirements, needs, building limitations and functional use of space to determine the most economical solution and to meet the operational needs of the occupants. Review technical reports and evaluates assumptions, formulas, and calculations. Present options/solutions to customer based on incumbent's personal knowledge of customer's current and future requirements. Recommends alternatives to meet customer requirements.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use.
  • Perform work inside and outside and in dirty, greasy, and noisy conditions. You will be exposed to hazards of electrical shock, burns, cuts, bruises, dust, and other injuries. You may be required to undergo a medical examination before you start work because of these conditions.
  • Incumbent is routinely required to travel and may be exposed to slippery or uneven ground, failing objects, constructions and site conditions, noise, dust and environment or other discomforts and hazards.
  • The employee must travel to customer offices and GSA sites: climbing over, under and around equipment, walking through tunnels using catwalk and ladders, and some bending and light lifting. In these facilities safety equipment such as hard hats, safety shoes, and eye protection are worn. Specialized equipment for asbestos may also be required. Some work is performed in an office setting.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

The GS-10 salary range starts at $71,531 per year. To qualify at the GS-10 you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.

Specialized experience includes experience performing construction management/cost estimates for building alterations, repairs, improvements, and new construction. Experience should include experience working on projects for Federal buildings, courthouses and leased locations that house Federal agencies, or similar buildings, that involve difficult problems in engineering design, planning, coordination, code/zoning requirements, site selection, development, and layout, or other architectural/engineering related matters.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of architectural or engineering methods, principles, practices, and techniques.
  • Knowledge of current design techniques, construction methods, project management concepts.
  • Knowledge of standard cost and price analysis principles, techniques, and business/industry practices.
  • Ability to communicate orally and in writing processes for electrical engineering principles, concepts, and practices.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
