Job Description
Major Functions
The County of Volusia is seeking Project Leader for the Information Technology Division. This position will be in DeLand, Florida, and preform advanced technical and administrative work directing the analysis, design, development, implementation, and maintenance of computerized business systems.
NOTE: The selected candidate must work extended hours, weekends, and holidays as necessary; and may be on call 24/7 to address issues and respond to county emergencies or activations.

- Coordinates the activities of assigned personnel in all phases of the software development life cycle of computerized business systems.
- Serves as liaison to users.
- Acts as a business and technical analyst and advisor on existing and proposed computerized business systems.
- Works with users to define the requirements and measures of success for all phases of the software development life cycle.
- Ensures completeness of work and success of all tests.
- Works to identify issues with existing business processes and recommends solutions.
- Compiles system and operational documentation.
- Reports to management and staff on the status of existing systems, as well as the feasibility and requirements of change requests or proposed new systems.
- Plans, directs, and supervises subordinate staff.
- Develops and implements training plans for assigned staff.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Responds to emergency situations.
- Must adhere to Federal, State, County and Local ordinances.
- Performs other duties as assigned.
Minimum Requirements
Bachelor's degree in Mathematics, Information Systems, Business Administration, or related field, and four (4) years of progressively responsible experience as a systems analyst.
A comparable amount of education, training, certification, or experience may be substituted for the minimum experience.
Must possess and maintain a valid Florida driver's license within 30 days of hire.
NOTE: A pre-employment skills test may be required
Knowledge, Skills & Abilities
- Knowledge of computer programming.
- Knowledge of systems analysis, data management practices, mathematics, statistics, logic, and the principles of reasoning.
- Knowledge of the assigned governmental functions and the information required from data processing services.
- Ability to plan, schedule and coordinate the work of technical staff.
- Ability to interpret system statements, develop general and detailed computer flow charts, and to prepare block diagrams indicating hardware configuration.
- Ability to effectively communicate complex technical information, both orally and in writing, to non-technical customers.
- Ability to express ideas clearly and concisely, orally, and in writing.
- Ability to establish and maintain effective working relationships with users, vendor representatives, and Information Technology staff.
