We are recruiting for Engineer II positions in the Drinking Water and Clean Water Units who will be responsible for managing Water Infrastructure construction projects funded by DWI. This position requires strong technical skills related to water infrastructure planning, design, and construction, excellent customer service skills, independent judgment, decision-making ability, and adaptability to policy and regulatory changes.
Key Responsibilities:
- Experience reading and interpreting detailed engineering reports, plans and specifications, contract documents, engineering agreements, bidding documents, and understand the application of engineering standards and principles.
- Ensure requirements and procedures are met to help safeguard funds from fraud and/or abuse.
- Interpretation and compliance with State and Federal laws, regulations, guidelines, and procedures pertaining to the program.
- Meeting with applicants and their consultants to facilitate project development, design, construction, and outreach activities to promote the funding programs to applicants.
The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. Recruitment Range: $58,294 - $87,000

To qualify for this position, applicants must document on the application that they possess ALL the following:
Documented experience applying drinking water, wastewater, or stormwater engineering principles in the design, construction, or permitting of one or more of the following: distribution/collection systems and/or treatment systems.- Documented experience in reviewing or preparing at least one of the following: engineering reports, plans and/or specifications, contract documents, engineering agreements, or bidding documents.
- Demonstrated experience in collaborating with local governments, utilities, or consulting engineers on infrastructure projects.
- Proficient knowledge and understanding of engineering concepts, practices and theories of water or wastewater treatment system design or associated permitting of systems in the State of North Carolina.
- Experience with construction management duties for projects, to include contract change orders.
- Experience conducting meetings with utility management and their consultants to facilitate project development, design, construction, and outreach activities to promote the funding programs to applicants.
- NC Professional Engineer (PE) license
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
"Equivalent combination of education and experience" is defined as North Carolina certification as an Engineer In Training (EIT), Engineer Intern (EI), or Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE)* (To be considered for this position with one of these: Engineer In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) and Professional Engineers (PE), you must enter their certification/license number under the Certification and Licensure section of the application.)
Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
