DESCRIPTION

The Moores Cancer Center is one of just 52 NCI-designated Comprehensive Cancer Centers in the United States and the only one in San Diego County. As a consortium cancer center, it is a collaborative partnership between the UCSD: encompassing 14 departments (12 clinical, 2 basic sciences), 3 professional schools (School of Medicine, Skaggs School of Pharmacy and Pharmaceutical Sciences, School of Public Health), UCSD Health oncology hospitals and clinics; the basic and public health research and outreach of San Diego State University, and the basic and translational research of the La Jolla Institute of Immunology. Act as technical lead with a high degree of knowledge in the overall field and recognized expertise in specialized data repositories. Responsible for the overall direction of all informatics projects for the international CLL Research Consortium (CRC) and the Breast Cancer program. Works with UC San Diego Health Information Systems in providing support for the CRC and Breast Cancer database web applications and data management systems. Independently designs, implements, and maintains multiple, complex rational databases, software applications, and web applications using FileMaker, .Net Core, JavaScript, VBA, SQL, CSS, HTML, and other languages as necessary. Participates in the identification, analysis, and execution of informatics requirements for research in conjunction with the consortium director and chief administrator. Serves as the primary technical expert for investigators, staff, and the Breast Cancer team. Responsible for long-range planning for technical resources including database systems, hardware, and software. Provides training and direction to consortium investigators, data managers, and staff concerning the proper use of data management systems.

Independently administers and develops moderately complex software systems, web-based applications, and data resources in a medium to large-scale computing environment, which requires advanced knowledge of software and development tools related to database development. Provides programming leadership and oversight of both architectural design and application development to other staff, for evolving web applications and relational database infrastructure. Develop and maintain User/System documentation, specifications, debugging guidelines, and operational procedures. Independently perform database administration functions with SQL Server and FileMaker Server. Design and create SQL stored procedures, functions, and views to automate advanced reporting requirements. Participate in the development of procedures and documentation.

MINIMUM QUALIFICATIONS

  • Seven (7) years of related experience, education/training, OR a Bachelor’s degree in Computer Science or related area plus three (3) years of related experience/training.

  • Experience with database administration. Working knowledge of database management systems and standards. Knowledge relating to database system design. Advanced database querying and modeling skills working with moderately complex databases. Knowledge and experience in designing and implementing complex client/server relational database models preferably in FileMaker Pro Server, MSSQL and MySQL, in a multi-platform environment (UNIX, Mac OS and Windows). Knowledge of JDBC and ODBC connectivity.

  • Advanced skills associated with programming design, modification and implementation. Basic knowledge of secure software development. Demonstrated ability to create software specifications.

  • Experience with web application development, utilizing one or more of the following languages: .Net Core, ASP, PHP, JavaScript, and XML/XSLT.

  • Proven ability to install software and troubleshoot and repair moderately complex problems with computing devices, peripherals and software. Understanding of and experience troubleshooting client, server and peripherals-related issues and actions that can be taken to improve or correct performance. Experience in incident response and digital forensics, including data collection, examination and analysis.

  • Familiarity with logical data design and data mapping or data conversion. Experience designing, documenting, and coding data analysis applications using languages such as Java, C++, Visual Basic, and AppleScript.

  • Expertise utilizing software development tools and technologies necessary for large computing environments including, but not limited to, Eclipse, Microsoft Visual Studio .Net, the Microsoft .Net Framework, J2EE, Java, HTML, C/C++.

  • Broad knowledge of various areas of IT. Experience administering MacOS and Windows server platforms. Technical knowledge of Macintosh, UNIX, PC workstations and their respective operating systems. Experience using word processing, spreadsheet, presentation, and communications software such as Microsoft (Word, Excel, Access, PowerPoint, Outlook), Adobe (Photoshop, Illustrator, PageMaker or InDesign),

  • Advanced knowledge of computer security tools, best practices and policies including demonstrated experience securing server-based software. Demonstrated skill at administering moderately complex security controls and configurations to computer hardware, software and networks.

  • Thorough knowledge of business and process analysis functions. Knowledge of the design, development and application of technology and systems to meet business needs.

  • Demonstrated testing and test planning skills.

  • Proven comprehensive understanding of how system management actions affect other systems, system users and dependent / related functions.

  • Familiarity with data quality and governance issues and requirements. Knowledge of research data management methods, relational data modeling and formulation of complex database queries.

  • Interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner.

  • Experience to research technological developments/advancements to determine applicability to requirements. Experience to analyze cost benefit of planned changes. Experience in long-range planning for information technology in multi-user, multi-site, multi-platform programs.

  • Ability to provide leadership, develop priorities, and setting goals in a team environment. Experience to create and oversee all informatics training programs, to include preparation and maintenance of manuals and training documentation, evaluate for effectiveness.

  • Experience administering MacOS and Windows server platforms.

  • Expertise with the design and implementation of software and systems architectures, including design of reusable code libraries, adoption of design patterns, and development of standards for the organization's application portfolio.

SPECIAL CONDITIONS

  • Must be willing to have a flexible schedule and work various hours including weekends based on business needs as necessary.
  • May require occasional domestic/international travel to visit national/international consortium sites outside the University (less than 5% Travel).

Pay Transparency Act

Annual Full Pay Range: $63,400 - $142,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.36 - $68.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
