The role:
Join our team as the construction contracts engineer! In this role, you will serve as our agency’s expert on construction contract requirements. This position requires high-level technical knowledge of engineering standards and disciplines, plans and specifications including supplemental and special provisions. You will be responsible for monitoring, reviewing and analyzing construction claims statewide, pursuing resolution at the lowest possible level of the claims process, and recommending settlements and justification. A day in the life:
  • Serve as the statewide expert on construction specifications, change order analysis and construction pay item measurement and payment, including specification development.
  • Provide on-call expert assistance and support to resident engineer offices, local agencies, and resident engineers for consultant projects.
  • Perform engineering-based review on construction and contractual issues.
  • Be the primary point of coordination with the Department of Justice when contract claims advance to litigation.
  • Coordinate and direct the department’s personnel and resources involved in preparing defense for litigated cases.
  • Provide high level technical engineering review of contract schedules before construction starts, during projects or in the analysis of delay claims.
  • Provide statewide expertise to construction resident engineers, project managers and staff on a variety of contract administration issues for consistent contract interpretation and application, and in the evaluation of contract disputes and claims.
  • Work in an office environment with hybrid work options available and regular travel around the state required.

What we need:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.
Note: Three (3) years of journey level professional engineer experience is considered licensed experience only. If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience interpreting and enforcing contract documents.
  • Experience researching and developing a contract interpretation and upholding that position to others, including contractors, attorneys and agency personnel.
  • Effective oral and written communication skills with a focus on customer service including timely response to emails and telephone calls.
  • Demonstrated ability to apply sound engineering judgment and to maintain composure in high stress situations.
