Under the general direction of the Supervisor, Manager, or Director of Customer Systems, the Customer Care and Billing Developer III is responsible for designing, developing, configuring, testing, troubleshooting, administering, and supporting custom integrations between SJWC’s Oracle CC&B and other various SJWC systems (specifically AMI Systems and other SJWC Customer Systems).

Specific Responsibilities

  • Using knowledge of Oracle Utilities Application Framework, Oracle Database, PL/SQL, CC&B Configuration tools, XAI, and Java, design, develop, configure, test and implement custom integrations between CC&B and various systems as described in functional and solution descriptions for new functionality required by business units and system owners
  • Lead technical and functional design meetings to gather, understand, and document business requirements for requested integrations and translate requirements into an optimal technical solution
  • Ensure best practices are used in the development of new functionality and that security protocols, performance impacts and solution longevity are all addressed as part of the solution
  • Develops technical documentation for new functionality, performs unit testing and supports UAT addressing any potential issues raised during UAT
  • Provides clear instructions for solution deployment to production and instructs operations on best methods for monitoring and setting alerts (if applicable)

General Responsibilities

  • Design, develop, configure, test, and deploy change requests for enhancements, new reports, new background processes across Customer Systems at SJWC
  • Work with end users, developers, analysts, and DBAs to troubleshoot and resolve production systems issues
  • Effectively manages changing priorities and critical deadlines.
  • Responsible for understanding SJWC’s Customer Systems and AMI implementation (data architecture and system functionality/process flows)
  • Provide end-user training and support
  • Conduct ad-hoc data analyses and queries
  • Perform other duties as assigned
  • Comply with SOX requirements per controls


Required Knowledge Skills & Abilities

  • Thorough knowledge of Oracle Utilities Application Framework, Oracle Database, SQL, CC&B (data model, configuration tools, plug-in spots, scripting)
  • Understanding of information systems concepts, data flow/integration, and business processes
  • Excellent interpersonal and communication skills
  • Proficient in MS Office Applications
  • Keen attention to detail
  • Must be able to prioritize tasks and meet deadlines and develop to target environment versions which may change over development to deployment timeline (eg. application version upgrades, critical patch application)

Desired Knowledge Skills & Abilities

  • Ability to use Oracle Utilities SDK and Eclipse 3.7 to develop integration applications (preference for skillset used in developing high-performance, multi-threaded solutions)
  • Knowledge of JAVA, XAI and JMS queues, IWS (SOAP and/or REST knowledge desirable)

Required Education and Experience

A Bachelor’s degree or equivalent experience in computer science, management information systems, or a closely related field.

At least two years experience working on development projects with CC&B using Oracle Utilities SDK and Eclipse 3.7 to develop solutions

Experience developing custom integrations using XAI or IWS (plus for proficiency in web based languages eg. HTML, XML, JavaScript)


Desirable: experience integrating CC&B with AMI applications (Head End Systems, MDM systems)


Other Requirements

Must possess a valid driver’s license (minimum Class C) and have a satisfactory driving record.
