The Operations Engineer provides technical support and project management to Central Region Pipelines and Terminal Operations. This includes engineering support for pipeline and terminal operations, including pump stations, truck racks, storage tanks, caverns and all associated equipment. Project management support includes project scoping, design, estimation and execution of maintenance/capital projects up to $3.0MM total installed cost.

Responsibilities May Include:
Promoting a culture that delivers excellent HSE performance.

Supporting reliable and efficient field operation and maintenance of facilities.

Developing and executing Capital projects.

Managing resolution of complex encroachment issues.

Supporting incident and near-miss investigations.

Completing technical scopes for PHA and HSE action items.

Supporting pre-startup safety reviews for handover to operations.

Developing work plans for project execution.

Facilitating startup and commissioning plans with project team.

Assuring full compliance with all regulatory and Company policies and procedures.

Conducting design reviews with key stakeholders and subject matter experts

Leading project kick-off meetings with contractors and field personnel and have a field presence project execution.

Engaging with field operations, Maintenance Coordinators, ROW, Technical Services, Hydraulics, Integrity, and Logistics.

Ability to implement the MOC process and ensure completion of the requirements for MOC closure.

Providing engineering and technical support to facilities, analyzing operations for optimization opportunities, working with Business development, and assisting with development of facility long range plans.

Supporting the development of system capital and major maintenance budgets.

Completing required procurement, invoice management, cost tracking and forecasting for assigned capital and/or major maintenance projects for good cost control and efficient project execution.

Required Qualifications:
Legally authorized to work in the job posting country

Bachelor's degree in Engineering

Intermediate level of proficiency with Microsoft Office Word and Excel

Ability to travel 30-50% of the time

1 or more years of experience in pipeline and terminals maintenance, operations, or pipeline projects

Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred Qualifications:
3 or more years of experience in Terminals or Pipelines

3 or more years of experience budgeting and long-range planning

5 or more years of experience in pipeline and terminals maintenance, operations, or pipeline projects

3 or more years of experience with hydraulics

Advanced level of proficiency with SAP

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
