Job Description
NATURE OF WORK
This is responsible professional supervisory and civil engineering work involving the various engineering duties related to land development and municipal engineering within the City and City’s Utility Service Area.
An employee in this class assists with the supervision of the Engineering Inspectors, Urban Forester, Landscape Inspector, and Engineering administrative staff, provides technical support for various engineering functions, and participates in a variety of engineering assignments. The position requires a high degree of technical knowledge and ability in applying principles of engineering and in coordinating efforts to assist in proper development. Responsibilities include the review of engineering design plans and specifications to determine compliance with City codes and other applicable regulations, coordination of plan review with other City departments, maintenance of division standards and policies, coordination with other public agencies, contractors, consultants, business owners, and developers to assist with proper permitting and construction of projects. Under the supervision of the City Engineer and Deputy Director, work is reviewed through personal conferences, achievements of stated expectations and goals, and adherence to City and departmental practices and policies.
ESSENTAIL JOB FUNCTIONS
Participates in preparation of standards, policies, regulations, and ordinances.- Receives, reviews, prepares and/or submits various records and reports including engineering plans and specifications, technical reports, calculations, permits and applications, and miscellaneous correspondence.
- Performs supervisory and technical review of civil engineering design plans, engineering calculations, and permits including but not limited to site plan, water, wastewater, stormwater, paving plans, lift station calculation, stormwater calculations, landscaping, and irrigation.
- Oversees the review and approval of final “as-built” plans.
- Assists in maintaining and updating municipal records in the assigned area.
- Interacts and communicates with various groups and individuals such as City department directors and employees, county and state regulatory officials and the general public.
- Responds to resident questions pertaining to the technical aspects of the stormwater utility.
- Represents the Engineering Division at development related meetings and Special Magistrate meetings.
- Oversees the Engineering Permit database.
- Supervises and trains professional, sub-professional, technical, and clerical personnel.
- Performs related work as required.
EDUCATION
- Graduation from an accredited college or university with a Bachelor’s degree in engineering, preferably Civil Engineering.
EXPERIENCE AND TRAINING
- Four (4) years of professional level experience preferably focused in land development, and one (1) year of supervisory experience preferred.
NECESSARY SPECIAL QUALIFICATIONS
- Certification as a registered Professional Engineer in the State of Florida required.
- Must possess a valid driver’s license with an acceptable driving record.
- Must obtain a valid Florida driver’s license prior to hire.
- Maintain required certifications and licenses during employment in this position.
PHYSICAL REQUIREMENTS
Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to thirty (30) pounds. Descending and climbing stairways and extended periods of standing observation may be required during field activities. Must have the ability to safely operate a City issued motor vehicle.
Work Environment:
Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions.
Sensory:
The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the general public.
KNOWLEDGE, ABILITIES, AND SKILLS
Considerable knowledge of the principles and practices of civil engineering and landscaping, with particular emphasis on land development.- Extensive knowledge of personal computers, including work processing, spreadsheet, database and AutoCAD.
- Considerable knowledge of federal, state, county, and local laws, ordinances, standards, and regulations pertinent to design and construction of development and infrastructure improvement projects.
- Ability to perform detail-oriented work involving written and numerical data and perform mathematical calculations accurately.
- Ability to read and interpret engineering plans and specifications.
- Ability to analyze complex civil engineering plans and make the necessary changes to improve or correct any problems and draw sound conclusions.
- Ability to maintain records and prepare narrative and statistical reports.
- Ability to communicate clearly, both orally and in writing.
- Ability to establish and maintain effective working relationships with City employees, consultants, contractors, other public agencies, and the general public.
- Ability to train others in the assigned area.
