Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twelve semester hours in any combination of GIS or GIS-related courses such as remote sensing, cartography, spatial analysis, mapping science, civil surveying, photogrammetry, CADD (computer aided drafting and design) mapping, aerial photo interpretation, physical geography, web mapping and/or computer science courses related to geographic information systems plus three years of professional level experience in using geographic information systems.

SUBSTITUTIONS:

Six months of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required twelve semester hours of specialized course work only.

Two years of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required degree and the twelve semester hours of specialized course work.

Graduate training will substitute for a maximum of one year of the required experience on the basis of fifteen semester hours with six in specialized course work for six months of experience.

NOTE:

Civil CADD (Computer Aided Drafting and Design) is digital survey mapping for Civil Engineering functions.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:
To serve as a technical specialist for geographic mapping services in support of a GIS program or project.

LEVEL OF WORK:
Advanced.

SUPERVISION RECEIVED:
Direct from a GIS Supervisor. May receive supervision from higher-level personnel.

SUPERVISION EXERCISED:
May provide functional supervision over GIS Analysts or other staff on a project basis.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from GIS Analyst 3 by the presence of serving as a technical specialist for a complex area of GIS and/or a broad range of programmatic GIS responsibilities.

Differs from GIS Supervisor by the absence of direct supervisory responsibilities.

Serves as a technical specialist for GIS mapping services by maintaining highly complex aspects of the geographic information system, which may include GIS database acquisition and management, GIS computer system administration, GIS-related mathematical modeling, as well as planning and implementation of multi-agency GIS projects.

Serves as departmental liaison with GIS technical representatives of federal, state and local agencies, the industry and the public in various advanced aspects of GIS.

Plans for and oversees acquisition, implementation and management of all GIS data generated by or acquired from outside the department, including quality control.

Plans, develops and implements difficult GIS and regional or statewide remote sensing image classification projects; supervises technical aspects of all GIS/remote sensing projects to ensure functionality and project success.

Recommends new GIS/remote sensing technology to management, and implements approved technology.

Performs GIS/remote sensing training for GIS staff and agency personnel.

Develops technical standards in accordance with GIS industry best practices for data and project production to ensure GIS/remote sensing project quality is met.

Develops project timelines and monitors progress of projects to ensure timely completion of project delivery.

Plans technical aspects of major GIS data projects, which may include the production of digital data in various formats on a variety of media and the maintenance of various types of data sharing technology.

Provides GIS support services for scientific and technical mathematical modeling; performs GIS-related modeling.

Oversees digital mapping aspects for data input into GIS.

Oversees field work and GPS projects for which a high degree of technical expertise is required.

Produces various types of graphics for special purpose maps, GIS statistics, and results of modeling on a variety of computers and with a variety of software using multimedia demonstrations.

Plans, implements and monitors GIS contracts involving acquisition of GIS data or GIS technology improvement.

May present technical papers and provide GIS demonstrations at GIS conferences, seminars, workshops and/or training classes.
