Required Skills for the Job
- Minimum 5 years’ experience working in IT related field (Four year degree in an IT related field can substitute for one (1) year of required experience);
- Proven experience with mobile responsive frameworks;
- Proven experience with enterprise Content Management Systems (CMS);
- Proven experience automating processes;
- Thorough knowledge of web development languages including HTML5, Bootstrap, CSS, and JavaScript;
- Knowledge of web development best practices;
- Knowledge of Adobe and other common graphical software products;
- Knowledge of recognized industry-wide web development software/programs;
- Strong verbal, written, and interpersonal communication skills;
- Ability to communicate effectively;
- Demonstrated ability to work independently;
- Demonstrated ability to work as a member of a team.
Preferred skills to have that may be learned on the job
- Experience using SharePoint Online;
- Experience improving business processes with Microsoft PowerApps, Power Automate, and Power Flow;
- Experience using PowerShell for business functions;
- Knowledge of Change Management procedures, policies, and best practices;
- Knowledge of the Department’s standards, best practices, and methodologies.

Brief Description of Job Responsibilities
The Department of Children and Families (DCF) is seeking an Experinced Front-End Web Developer to join our Office of Information Technology Services. This is a professional position that handles all aspects of web-based applications.
In this role, you will provide support to both internal and external websites, directly support and train our end-users on our application systems, and collaborate with other teams and Senior Leadership to determine technical solutions and enhancements for web-based applications. In this role, you will also provide web publication standards and methodology training for Department employees and will design, implement, and maintain integration with Content Management solutions. Additionally, The Front-end Web Developer provides support for agency development of graphics and design, gathers metrics for internal and external websites, and monitors user experience (UX) and identifies areas for improvement.
DCF is looking for someone with the ability to work independently and have strong problem-solving abilities, and possesses the ability to communicate across various departments - both technical and non-technical.
- Coordinate the planning, maintenance, and accessibility of web site content
- Define, design, configure, and administer web architectures and overall structure.
- Design wireframes, workflow diagrams, and interfaces using web design principles and best practices
- Develop and communicate web site usage and security policies and standards to all users.
- Develop and deliver web author, web administrator, and 508 compliance training.
- Develop custom templates, modules, web applications, and configure third-party integrations
- Develop, code, install, test, debug, and document Web applications using appropriate editors.
- Develop, implement, and adhere to regular Web site maintenance policies and procedures.
- Diagnose and troubleshoot problems with existing Web applications and sites.
- Ensure consistent branding across all aspects of websites and advise areas on official branding requirements
- Ensure security of all Web sites and related applications.
- Ensure websites adhere to current web development standards including W3C and Section 508.
- Implement content strategy for organizing and restructuring information for optimal web interactivity.
- Maintain Web site tracking tools/software and monitor/report on Web site traffic and performance.

- Monitor and report metrics for internal and external websites, including navigation, user experience, and areas needing improvement
- Participate in setting the agency’s web development strategy, standardizing governance, and web protocols.
- Perform other related tasks as required.
- Plan, organize, and coordinate work assignments, and meet deadlines.
- Program websites using professional editing software and adhere to the department’s development methodology requirements.
- Provide recommendations and guidance related to WCAG and 508 compliance.
- Responsible for developing web systems according to set specifications, maintaining content, writing code, modifying code, and debugging software
- Stay current on web development techniques and technologies and apply them to agency web sites and environments
- Technical lead and Subject Matter Expert (SME) for SharePoint
- Track and evaluate new standards, technologies and trends in Web site development, design, and delivery.
- Train and support customers in existing web systems or and Content Management Systems
- Use graphics development tools for optimizing graphics for web usage.
- Work collaboratively with our business partners to measure and analyze performance and determine necessary design
