Bachelor's degree in Engineering. Two years of traffic or transportation engineering experience are required.

This is advanced professional civil engineering work in the planning, design, construction, and inspection of a variety of public works facilities in Miami-Dade County’s transportation system. Employees in this class typically participate in the work of complex and diversified projects and apply advanced knowledge and skills to projects of a complex nature, and are responsible for finalizing transportation projects. This position entails roadway geometric design, traffic signal system design, signing and pavement marking, drainage design, traffic control and plans preparation for the construction of County roadways conforming to municipal, state and federal standards. Employees receive a minimum of professional direction and confer with superiors on unusual or difficult problems and matters of policy. Work is reviewed by a professional superior primarily to determine general progress and conformity to departmental practices, governmental ordinances and statutes.
Responsibilities include:
Carrying out project manager responsibilities for roadway projects. Working with consultants through the various phases and needs of project design development and plans production; obtaining project survey, geotechnical services, coordinating Right of Way verification and acquisition when required, attending project progress meetings, design transportation projects meeting applicable state and local standards and regulations, conduct field visits and public
involvement meetings, providing phase submittal reviews, generating project cost, ensuring schedule adherence, and coordinating with municipalities, utilities, and permitting agencies.
Participating in both consultant selection and procurement process for new projects as technical advisor.
Processing, approving and routing consultant payments and work orders. Evaluating proposals and partaking in fee negotiation.
Providing design support to Construction Division and post design services on projects undergoing construction. This includes responding to construction RFI’s, attending periodic project progress meetings, doing plan reviews and coordinating with permitting agencies. Assisting in coordinating activities involving the contract closeout procedures, these procedures may include permits closeout, inspection for substantial completion, punch lists items, final inspection, final acceptance, warranty items, manuals.
Reviewing and providing design comments to roadway plans submitted to the Department of Transportation and Public Works by outside entities such as developers and municipalities for approval by the Highway Division in coordination with professional superiors. Attending meetings with applicants to go over comments and design deficiencies when necessary.
Providing project status updates, computing project cost estimates, prepare conceptual plans using AutoCAD and Civil 3D, estimating maintenance and operations fiscal impact for new projects, providing AutoCAD and Civil 3D support for in-house projects which at times includes training staff in the use of the software.
